Policy on Public Use of Computer Resources and
the Internet
Adopted by the Library Advisory Board on Jan. 5, 2000
Purpose
The Homer Public Library recognizes that its computer resources support
the library’s established mission to “promote lifelong learning and
love of reading and to fulfill the information and research needs
of the community.” In keeping with its mission, the library will provide
access for citizens to electronic data, the Internet, and other emerging
formats to allow them to participate equally in the Information Age.
The library has an adopted Technology Plan that outlines its current
and future computer services. The document is available to the public
upon request.
Legal and Ethical Use
All existing local, state, federal laws and library policies apply
to users of the library’s computer resources. Violation of any laws
or regulations may result in loss of library privileges as per
Homer
City Code Section 1.48.070, or possible civil or criminal penalties,
if they apply. Illegal or unauthorized use of library computer
resources
include, damage or alteration of the library’s equipment or software,
violations of copyright laws or software agreements, unauthorized
access to the library’s network, display of sexually explicit images
or text, use for commercial purposes, or engaging in libel, slander,
harassment, fraud or other illegal activities.
Access
The Homer Public Library affirms the right of every individual to
have access to constitutionally protected material. Internet and computer
resources, like all other on-site library information, are provided
equally to all library users free of charge. As with the use of all
library materials, the library affirms the right and responsibility
of parents to determine and monitor their children’s use of the library’s
computer resources and the Internet. The parent or guardian of minor
children (under age 18) is advised to supervise their children’s use
of the library’s computer resources and the Internet while in the
library.
Privacy and Confidentiality
Internet and other computer use in the library will be considered
to be protected by the confidentiality of library records under Alaska
Statutes Section 09.25.140. While the library is sensitive to a patron’s
need for privacy in using all library resources, the library can not
guarantee a patron’s privacy while using our computer resources. All
patrons are expected to respect the privacy of others.
Statement of Responsibility
The Homer Public Library does not control the accuracy, authoritativeness,
or suitability of information on the Internet and is not responsible
for its content. The Library does not endorse any products, sites,
or material on the Internet. Patron use of the Internet is at their
own risk. In no event will the Homer Public Library be held liable
for any claims arising, or resulting from, use of the Internet or
any of the library’s computer resources.

In addition:
Printouts are available at a price of 15¢ for each sheet.
We enforce the following restrictions:
- Downloading of files is not allowed.
- Your use of the Internet is limited to two 45 minutes sessions
per day
- There is, therefore, a combined time limit of
90 minutes per day per patron.
